Job Description

Job Title: Part-Time Full Stack Developer — Federal Modernization Proposal Support

Location: Columbia, MD — Hybrid (preference for candidates in Maryland, DC, or Virginia)

Employment Type: Part-time, hourly (proposal phase only)

About the Role

"Perfect for Software Engineers seeking part-time, flexible work to stay hands-on and help shape a future federal modernization effort."

Are you a hands-on Full Stack Developer looking for a flexible, part-time opportunity to stay engaged and contribute to a high-impact federal modernization effort?

We are seeking experienced Full Stack Developers to support an upcoming federal proposal phase. In this role, you’ll contribute directly to technical prototypes, provide architectural input, and strengthen solution approaches — all while maintaining a flexible schedule.

This is an hourly, part-time role during the proposal phase, with potential consideration for full-time salaried employment upon contract award (based on performance and final business needs).

Why this role might be perfect for you!

  • Stay hands-on with modern technologies and architecture.
  • Flex your skills in a meaningful, mission-driven environment.
  • Enjoy flexible, part-time hours — ideal for supplementing current work or transitioning between projects.
  • Help shape a major federal solution and build connections for future long-term opportunities.

Responsibilities

  • Contribute to proposal-phase development efforts, including coding, technical prototypes, and proof-of-concept solutions.
  • Provide input on architecture, integration approaches, and security best practices.
  • Collaborate closely with technical leads and proposal team members to refine and align solution strategies.
  • Participate in design reviews, technical working sessions, and discussions — on a flexible, part-time basis.
  • Support technical documentation as needed to strengthen proposal technical volumes.

Requirements

  • U.S. Citizenship required.
  • Hands-on experience as a Full Stack Developer (front-end and back-end).
  • Strong skills with modern frameworks and languages such as Java, JavaScript/TypeScript, Node.js, React, Angular, or similar.
  • Experience with AWS cloud services, DevOps pipelines, and containerization (e.g., Docker, Kubernetes).
  • Ability to work independently and adapt quickly in a dynamic proposal environment.

Preferred Qualifications

  • Prior experience supporting U.S. federal government modernization or large-scale transformation efforts (e.g., immigration or other federal programs).
  • Experience supporting proposal-phase technical efforts or pre-award solution development.
  • Candidates based in Maryland, DC, or Virginia are strongly preferred.

Special Note

Additional project details, including the agency and program name, will be shared following an initial screening conversation and upon signing a non-disclosure agreement (NDA).

Compensation (W-2)

  • We anticipate offering an hourly rate between $90 and $130, depending on relevant experience, technical expertise, and clearance level.
  • This is a part-time, hourly engagement during the proposal phase only. Rates are set to be competitive with market standards for cleared, mid-level to senior-level full-stack engineers in the MD/DC/VA region.
  • Potential for consideration for full-time salaried employment upon contract award, based on performance and business needs.

General:

  • Strong organizational and communication skills
  • Ability to manage multiple tasks and prioritize workload based on the needs of the client
  • Ability to deal with ambiguity and frequent changes in priorities
  • Ability to work with minimal supervision
  • Excellent technical writing skills and proven experience in systems with complex requirements
  • Excellent teamwork and interpersonal skills with the ability to team with others to meet project objectives
  • Understanding of the system development lifecycle as implemented with Agile; SAFe knowledge a plus

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to navigate in an office setting unassisted
